1. If no SIM inserted - the default language is English (US)
2. If 2 SIM cards inserted - the language will default on the SIM 1 language
3. If the user selects a language in the OOBE wizard, if he will change later 
the SIM with one that has a different language, the suer will have to change 
the language manually in System Settings.

The new OOBE design is fixing this issue. If the user is connected to a wifi 
network he can still tap on another network, enter the password and connect. 
The system automatically disconnects the first network and connects the second 
network. The credentials of the first connected network will be remembered by 
the system.

I tested this bug on version RC-proposed revision 84 using a BQ device
and when the proximity sensor is covered the screen will not turn on so
there is no way to unlock your screen by mistake.

I have also checked iPhone 5 and the screen stays on when the proximity
sensor is covered. Also you can slide anywhere on your screen to unlock
your phone.

  Preconditions:
  Be in a environment where dozes of wifi access points are available, or at 
least where it has more APs than the wifi list can fit on the screen, so that 
it gets scrollable
  
  Steps:
  1 - boot phone into the Welcome Wizard
  2 - on the wifi connection page, scroll down to some access point and tap on 
it.
  3 - fill in the password in the dialog and tap on connect/ok
  
  Expected outcome:
  Dialog closes and you can see that you're now connected to that wifi AP you 
selected (e.g. you immediately see that the wifi you selected is now green with 
its checkbox ticked).
  
  Actual outcome:
  Dialog closes and you are brought back to the wifi selection list, where you 
cannot see the wifi AP you selected anywhere. You have to scroll the list all 
the way up to finally find your selected wifi there.
