[tcpdump-workers] [PR] Add support to decode a BGP Shutdown Communication

Dear tcpdump workers,

A few weeks ago I filed
https://github.com/the-tcpdump-group/tcpdump/pull/578 to add support to
decode a BGP Shutdown Communication.

The shutdown communication is specified here
https://tools.ietf.org/html/draft-ietf-idr-shutdown-07 and has already
been implemented in various BGP speakers such as openbgpd, exabgp,
pmacct, frr & gobgp.

I consider tcpdump one of the key pieces software projects that should
receive patches for new BGP features, and would like to see this move
forward.

Any feedback would be appreciated!
