[issue4280] Version Checker

Versions 2.5, 2.6 and 3.0 contain a Version Checker in the Tools directory.

This appears to no longer serve a useful purpose.

Perhaps it can be dropped from the distribution.

[issue6571] Help index

Shift operators.  It would be good if "<<" and ">>" could be included 
in the index.

Incidentally, the usage seems counter-intuitive.

One would expect ">>" to be a shift to the right and 
"<<" to be a shift to the left.
