With kernel version 5.13.0-28-generic I can reboot and also shutdown the system!

  After upgrading from kernel 5.13.0-22-generic to 5.13.0-23-generic,
  the system cannot be powered down or rebooted, just hangs
  indefinitely.

  I can restore the previous behavior (i.e. a correct shutdown) with
  choosing the previous kernel in the grub menu on boot.

CPU:AMD Ryzen 5 5500U with Radeon Graphics
Kernel: 5.13.0-25-generic #26-Ubuntu SMP
It works with 5.13.0-22.

I can confirm, this is a bug in the kernel 47. I have an AMD Ryzen 7
5800. In my case the Windows 10 boots up in VM, but when I execute any
Chromium based browser inside the VM it crashes without an error
message. After trying several times to execute the browser the guest
system also crashes without BSOD, and restarts.

  The updated linux kernel would not allow my Win10 VM to boot.
  Rebooting Ubuntu into the 5.15.0-46 version restored the avility to
  boot. The 47 version also corrupted the VM, so I had to use a backup.
  I don't know if the problem was really with new Intel microcode that
  was installed with the new kernel. VB kernel modules were updated by
  dkms with the new version 47 install, so that should not be the
  problem.
