Public bug reported:

Now and then I have the problem, that the screen turns off after seconds
of keyboard or mouse inactivity. I think that it changes with kernel
versions but I'm not 100% sure that kernel version is the cause. The
annoying bug is present for some time then it's gone, and after a while,
the problem is back.

Today I figured out that 
xset -dpms
solves the problem but 
xset s off
does not.

In gnome-control-center -> Power I have the following settings:

Power Saving: Blank Screen -> 15 minutes ( Selecting Never doesn't
change anything.)

Suspend & Power Button: 
Automatic Suspend: On, Delay 15 minutes
Power Button Action: Power off

I had the same problem when using another HDMI cable

I couldn't change the external monitor to a lower resolution because it
kept flickering and going to the menu for the external monitor, it would
just reset and send me to the settings for the built-in monitor

yes, its the laptop screen that flickers. It only flickers when I plug
in the HDMI cable. The external monitor shows nothing when I plug in the
HDMI cable

I can't delete that monitors.xml since it doesn't exist in my computer
in that directory
