The PPA is added and its series is bionic. I have 5.3.0-26-generic
installed, the PPA offers  4.15.0-76.86+lp1860940 for bionic and
5.3.0-29.31+lp1860940 for eoan, what am I missing?

Updated from linux-image-3.13.0-63-lowlatency to 
linux-image-3.13.0-65-lowlatency and at the following boot login failed and 
row-res mode appeared.
I tried `update-initramfs -k -u` in recovery mode but it didn't help. It seems 
that the graphical login fails because of a failure to mount the encrypted home.
On all the previous kernel updates, no such problem occurred.
Booting into the older kernel works fine.

Yeah, my BIOS update policy is "don't update until you're experiencing a
problem with it". Now I have updated from version 0503 to 1605 (and
curiously, I had to reinstall grub2), but unfortunately I'm having the
same problems.

Bug description:
  Updated from linux-image-3.13.0-63-lowlatency to 
linux-image-3.13.0-65-lowlatency and at the following boot login failed and 
row-res mode appeared.
  I tried `update-initramfs -k -u` in recovery mode but it didn't help. It 
seems that the graphical login fails because of a failure to mount the 
encrypted home.
  On all the previous kernel updates, no such problem occurred.
  Booting into the older kernel works fine.

I was about to try the mainline kernel but meanwhile an update for 3.13.0-65 
(3.13.0-65.106) came down the tube and the problems went away.
