I have a similar problem with plasma 5.19.5:
Auto-hide panels raise themselves on all monitors on switching windows, by
mouse or key, and remain raised until I click in the panel (on anything) then
move the mouse cursor out of the panel.  Only the panel clicked in hides.

A *workaround* is to check settings, window management, window behaviour,
advanced, special windows, hide utility windows for inactive applications. 
Then auto-hide works correctly, once each panel gets hidden.  Note that there
are no "special" or "utility" windows anywhere.

SUMMARY
For Disk throughput, "Rate", "Read Accesses", on a line graph, the long form of
the legend begins "Read Data", and conversely the "Read Data" sensor's legend
begins "Read Accesses"; the words "Data" and "Accesses" have been swapped. The
same for write sensors.

STEPS TO REPRODUCE
1. Open a new tab
2. drop a Disk throughput, Rate, Read Data sensor
3. select display type "line graph"

OBSERVED RESULT
The legend begins "Read Accesses".

EXPECTED RESULT
The legend begins "Read Data".

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Kubuntu 20.04

I have this problem. The panel reappears switching windows in any way not using
the panel, and remains until the mouse pointer is over the panel.

I get this on two fresh Kubuntu 20.04 installs, but not on a Kubuntu 20.04
install release upgraded from 19.10, all on the same desktop with Intel
graphics.  Maximizing the settings window has not worked.

After reading the comments here about maximizing the window as a workaround, I
tried again. No variation on maximizing avoided the problem, but making the
settings window as small as it would go did.  Invoking the screen by running
kcmshell5 translations also exhibits the problem, and there it was reproducibly
sensitive to the window height; exactly 800 pixels or more would cause the
flickering, on a 1920x1080 screen.

But I'm happy, I have a workaround.

A bug marked as a duplicate of this affects gwenview when KDEConnect is active.
gwenview hangs (GUI unresponsive and undrawn) for 25 s.  This is not some mount
not available; the "Device" in dolphin works fine, with no delay.  If the phone
paired through KDEConnect is unpaired there is no problem.

Just stumbled on this bug report with a recent comment.

A partial, kludgy, work around with X for this Qt "feature" is to use xprop:

xprop -id $WINDOWID -format _NET_WM_NAME 8u -set _NET_WM_NAME "whatever"

For example, with bash,
