With Qt git head, you have probably mixing 5.9.0 and 5.9.1 Qt libs installed.
(I had the same mistake)
Suggestion: Try rebuild *all* installed dev-qt/*:5 packages.

I have here currently on Gentoo Qt dev-qt/*-5.9.0. (Qt 5.9.0 git master)
running, it works fine with current plasma 5.9.5 and current 5.10.49. (5.10
git master).

I use the same versions on Gentoo-Linux

or test it with a fresh clean testuser.

For me works now fine after:
$ kcmshell5 componentchooser
and set temporally another File Manager, and save it
then set Dolphin back, and save it.
after that works fine in Device Notifier :)

I not sure these Info helps.
I use Plasma 5 on Gentoo with:
Qt 5.7.0
kde-frameworks current git master (5.25.0)
kde-plasma current git master (5.7.90)

>From dmesg:
[ 2374.378540] kactivitymanage[2187]: segfault at 7f633411dc90 ip
7f63340c38b1 sp 7ffd424c2418 error 4 in
libQt5Sql.so.5.7.0[7f63340ad000+46000]

I noticed these crashes happens when I update plasma-workspace on a running
plasma session, and relogin.
A workaround is, logout and remove
~/.local/share/kactivitymanagerd/resources/database and
~/.local/share/kscreen/*
After that I have no kactivitymanager segfaults more.
