I'm attaching the code which demonstates the bug.
If to compile the attached code with:
cc -fPIC -S testlib.c
you can see, that symbol "foo" is referenced, but no code with "foo" is
generated (even label "foo" is missing in assembler code)
(Workaround is to compile with -O flag, with -O code for "foo" is correctly
generated)
