GCC 11.4 Release Candidate available from gcc.gnu.org

The first release candidate for GCC 11.4 is available from

and shortly its mirrors.  It has been generated from git commit
r11-10806-gfcf62b96ec9ae3.

I have so far bootstrapped and tested the release candidate on
x86_64-linux.
Please test it and report any issues to bugzilla.

If all goes well, we'd like to release 11.4 on Monday, May 29th.

Apparently yes.  Thanks for pointing that out.

I've backported the patch _and_ defined both WIN32_LEAN_AND_MEAN and
COM_NO_WINDOWS_H (of which I find no reference anywhere in the sources,
so it's probably doing something in the Windows headers?) and the build
has been working through stage 3.

The Cygwin build probably shouldn't pull in Windows headers at all, but
checking that is for another time.
