Actually, all of a sudden there has been some problem in my laptop since 
this morning and I can't open my hard disk currently. So, I request you all 
to please view the proposal and leave your reviews and comments. I am 
posting this using a friend's computer, I will be back as soon as I fix up 
my laptop. Probably not more than a day.

Yes, people can look elsewhere for the tickets, but it'd probably have more 
*impact* if the tickets were referenced directly in the proposal. That way, 
someone can dive into the deeper discussion for a particular bug (by 
reading the comments on the ticket). The idea is that you don't want your 
readers to have to work harder. Make it as easy as possible for your reader 
to find the information they may want.

I am Naman from New Delhi India, pursuing Btech Computer Sceinces and Engg. 
from IIITD. I was looking forward to work in Django Project for the GSoC.
I am a completely new and require guidance for what do I have to do. I have 
read the documentation and have completed the official django tutorial.

This question is bereft of details, so I will make lots of assumptions here.

Django can't import a json file.

You should look at the json module to see how to import and parse a json file 
into something that python can understand.

Then you might want to store the data in a database, either as discrete fields 
or as a json blob.

Your proposed technique covers a lot of options - that's great. It works
fine without any changes to Django, and you can package it up as a

possible ways of handling multiple-deployment settings.

I agree with Carl. It takes a very selective reading of that discussion to
say that there was consensus on anything.

I also agree that the default start project template should be kept simple,
and any changes in project structure such as you have proposed should be
maintained on a per-project basis, depending on the needs of individual
projects.

Can you present your use-case in more detail? Why do you have to format the 
dates explicitly in Python code, rather than use the template filter "date"?
