[dev-servo] Pull requests and you

I've added descriptive, actionable labels to every open PR, with the 
intent that these should be applied regularly and kept up to date to 
indicate the current status of all pull requests. For example, do you 
review code? You may want to look at 
https://github.com/servo/servo/labels/S-awaiting%20review to see if 
there's anything in the list that could benefit from your review.


It's also my intention to add whatever automation is possible, such as 
making the highfive bot apply the `S-awaiting review` label 
automatically. Maybe we can even get Critic to apply the `S-needs code 
changes` and `S-needs squashing` labels too!

Another useful trick is searching for pull requests authored by you that 
have the `S-needs code changes` label! For example, I'm neglecting a 
couple PRs right now:


https://github.com/servo/servo/pulls?q=is%3Aopen+is%3Apr+label%3A%22S-needs+code+changes%22+author%3Ajdm
