log4j-changelog, `site` phase, and GitHub Issues

Heads up everyone! In `release-2.x`, I have pushed the following changes:

   - `maven-changes-plugin` is replaced with `log4j-changelog`
   - `./mvnw site` is overhauled to take ~30s on a decent laptop
   - GitHub Issues is communicated as the default issue tracker

I will continue my expedition by porting these to `master`.
