Hi,

The Board recently added a requirement for projects to report on their
state using a set of standard keywords such as New, Ongoing, At Risk
etc. [1]

https://reporter.apache.org/wizard/ needs to be modified to include
this information in the reports that it generates.

I'm not sure how to make these changes, IIUC we just need to modify
the steps.json file [2] to define this new section, but I don't know
how to test such changes.

...besides just pushing to production, which might not be too risky,
starting from a copy of another step ?

Since ultimately your foundation is producing/providing/promoting all this free 
software that can and has been used in horrible ways (against me), is the 
Apache foundation doing anything to check up on these companies that use the 
software to make sure that they are not exploiting the power of the Apache 
licensing which holds no company to any standard whatsoever and allows for 
customers like me that unknowingly purchase products containing these licenses 
and the companies not informing their customers of these policies to suffer 
attacks under these licenses, this is an atrocity and y'all should step up 
y'all's code of conduct or something. Consumers like me shouldn't be suffering 
under the hand of those that should know better and or are at least smarter.

To upload these to RedBubble, the images need to meet the following
requirements:

RedBubble requirements:
We recommend high-resolution JPEG, PNG or GIF files with a minimum of
1000px resolution

ASF Requirements
7200 pixels wide
multiple of 500 pixels tall (7500 would be ideal)

(The ASF requirements aren't essential but they make my life a LOT
easier when doing the upload)

I changed "community leaders" to PMC members a few places. I believe that's
the only chance I made but I may be forgetting something. I'll send a diff
