While collecting data for the board report we've noticed that 
[https://reporter.apache.org/] gives very odd statistics for Apache Lucene - 
much lower than they should be:

I wonder what's the source of these statistics and how they're collected. 
Perhaps something is wrong in the configuration?

It's been pointed out on the mailing list that these stats (attached) look more 
aligned with lucene.net ([https://github.com/apache/lucenenet]) than with the 
Lucene project ([https://github.com/apache/lucene]). Github pulse also shows a 
much higher stats, even from the last month 
(https://github.com/apache/lucene/pulse/monthly):

I'd appreciate a pointer to how these stats are collected. Let me know if I can 
help with anything.
