London can be a hassle for non citizen EU residents to travel to, since Brexit. Meanwhile many of us are at least familiar with Brussels having gone there for fosdem for a decade or more. Those larger cities are very attractive and easy to get to, but they are also very expensive, both in terms of venues and also attendee expense (hotels, food). You may want to consider smaller cities such as Lyon, Krakow, or Dusseldorf, which, spending on the city, may be cheaper. Timing will be key, too. Doing an event in June, during high season, is also making things more expensive. I was going to bring up the topic of the prices in different seasons, but Brian covered it. You can consider Portugal too. Lisbon and Porto are good cities to host events and have flight connections to a lot of places. I also live here, so I could assist with something if needed. :P
