Initiating Wiki Documentation for Apache Cloudberry (Incubating) 2.0 Release

Hi all,

As part of our preparations for the upcoming Apache Cloudberry (Incubating)
2.0 release, I've started building out the project's GitHub Wiki to
document our release processes, compliance workflows, and other operational
practices.

The initial Home.md has been created to serve as the landing page,
outlining the structure and linking to relevant sections. This
documentation aims to provide clarity and guidance for contributors and
users alike.

You can view the Wiki here:
https://github.com/apache/cloudberry/wiki

I encourage everyone to review the Wiki, and please feel free to ask for
clarification or contribute to its development. Your insights and
assistance are valuable as we work together towards a successful 2.0
release.
