@Mick, thank you for sending a patch and helping to figure out the release
procedure and specifics.

Proposing the test build of in-jvm dtest API 0.0.1 for release.

Changes since the previous vote (see [3] for details):

  * code is now in master branch; pointing to the right SHA
  * release version is 0.0.1, not 0.0.3
  * there's only a source jar, no source zip; checksum files are now correct
  * NOTICE file is now added, missing license headers added, RAT checks are
passing

The vote will be open for 72 hours (longer if needed). Everyone who has
tested the build is invited to vote. Votes by PMC members are considered
binding. A vote passes if there are at least three binding +1s.

To make sure, my key is still not in Cassandra KEYS file, there's an issue
[2] open to track it.

+1 (non-binding) PENDING the KEYS file update.

Checked:
 - asc signatures
 - md5 and sha1 checksums
 - git sha and tag
 - builds from git sha
 - `mvn apache-rat:check` (is now part of `mvn verify`
 - NOTICE, LICENSE, copyright
