is a regression, so I'm closing this vote for now.

I'm going to rebuild artifacts as the ones for this vote but with
https://issues.apache.org/jira/browse/CASSANDRA-2785
reverted (as this is the cause for #2992) and call a new vote from
that.

[VOTE] Release Apache Cassandra 0.8.3 (strike #2)

As mentionned when closing the previous vote, the preceding artifacts had a
regression, see:

due to:
https://issues.apache.org/jira/browse/CASSANDRA-2785

The following artifacts are based on the artifacts of the previous 0.8.3 vote
from which I have reverted the culprit: CASSANDRA-2785. This is the only
difference. Please be sure to double check that CASSANDRA-2992 is not a
problem with these artifacts.

I thus propose the following new artifacts for release as 0.8.3.
