However, I don't understand the downside of changing the priority of libarts-dev. The policy section I quoted explicitly permits Build-Depends against lower priority packages. In an admittedly unscientific sampling of those reports, all the ones I looked at were for dependencies on xlibs-dev. I would expect such issues to be fixed as packages were recompiled for whatever reason. Should they continue beyond the next release then yes, I will happily file serious bugs against all such instances.
