When installation is repeated after installation of kdelibs5-dbg_4.7.2, then everything is just fine. I suggest to add the respective "Conflicts:" line in debian/control to fix this. Bug#603757: plasma: Multiple-monitor issues with panel
This is probably the same as the upstream bug https://bugs.kde.org/show_bug.cgi?id=259183 .
