Packages upgraded to same version in Testing Excuses

Hi!

Look here:
http://ftp-master.debian.org/testing/update_excuses/2011040311.html.gz

Look at the following line:
asymptote/amd64
(2.02-2 to 2.02-2)

Why is asymptote being upgraded both from and to 2.02-2?  Shouldn't it
be upgraded from something older to something newer?

Why hasn't libtasn1-3 migrated to testing?

Why hasn't libtasn1-3 migrated to testing?

Excuses says:
"
out of date on powerpc: libtasn1-3, libtasn1-3-bin, libtasn1-3-dbg,
libtasn1-3-dev (from 2.9-3)
"

Build log says "Maybe successful":
https://buildd.debian.org/status/logs.php?arch=powerpc&pkg=libtasn1-3&ver=2.9-4

What does "maybe" mean in this case?  Is it the "Maybe" that's holding
the package back?  What does it take to get from "Maybe successful" to
"Successful"?
