Isn't it UN declaration of human rights, not EUs.  And I think that
USA has signed them to.

(I don't like death penalties, an faulty (and/or) unfair sentence
 can't be undone.  A life sentence can.)

Even Gnus (in Emacs) does this.  Adding status-headers I at least
doesn't find any problems with.  Changing coding to QP is a bad thing
though.
