Lightweight application-protocol for devices that are constrained their
resources such as computing power, RF range, memory, bandwidth, or
network packet sizes. This protocol, CoAP, is developed in the IETF
working group "CoRE",  and was standardized in RFC
7252.

The libcoap library has been evolved and has now reached the API version
3 which includes changes that makes the library not backward compatible.
To keep the packages from libcoap3 co-installable to the current
upstream version of libcoap will go into a new source package.

The packaging will be done within the IoT packaging group as a team
managed package.
