Yes, of course, and it wasn't the wording I meant, but the objective.

If we can agree what should be done, we can avoid unspecified, even if
some implementations don't comply (yet), or only comply in posix mode.

If we can't, we don't really change much by altering what is there now.

I think "unspecified whether it is removed at A or B" is fairly clear
that it is intended to be removed.

I don't disagree that the wording about all of this could be better,
but the best way to make it better would be to first agree on what
it should say, or there will just be more "unspecified whether..."
