RFC: Arch Linux Ports

Summary:
Introduce "Arch Linux Ports" as testbed for unofficial architectures until they
are integrated in the main Arch Linux repositories.
This integration is meant to provide infrastructure and community-based support
for architectures until they are fully supported by the main distribution.

Reminder: There is one week left until unneeded orphan packages will be
dropped to the AUR. Please have a look at the list again to see if other
people orphaned stuff that may be intersting for you.

I've adopted the tpm2-* stuff and pesign.

Some quick observations is that there are several packages on the list we should
probably not be dropping. The ones that come to mind is refind at the very
least.

Please keep dictionaries too (aspell-*/hunspell-*/hyphen-*). They are 
basically zero maintenance and generally useful.
