I submitted a patch to Nick to deal with this issue. Hopefully it will
make it into the next release.

Are you saying it's not working now? Draco just shells out to svn.exe, and

Perhaps someone else has had better luck, but I have failed in my attempts
to get it to work with the subversion client version .32.1. Mark Griffiths'
reply about wanting to go to 0.33 soon was encouraging. Perhaps an XML
schema change was made... either way, I am glad to see that Subversion wil
