On TeX the URW fonts are effectively free. The same is likely to be true for Scribus. On texlive 2008 the following URW fonts are available: antiqua avantgar bookman courier grotesq helvetic ncntrsbk palatino symbol times zapfchan zapfding This does not match up completely with what Scribus offers.
