Screen passes mouse events (including the scroll wheel) to the app
running inside itself.  Emacs, for example, will handle them (with
appropriate junk in ~/.emacs).

Possibly it could be more intelligent about handling mouse wheel events
when *already* in copy mode (^A^[).
