Right, I just checked the linux kernel source. It's even a bit worse, only root can do TIOCCONS on linux: static int tioccons(struct file *file) { if (!capable(CAP_SYS_ADMIN)) return -EPERM; The way it is done in other UNIXes makes much more sense, see e.g. the SRIOCSREDIR ioctl in solaris.
