I admit, if it would be possible easily I'd already have done it.

However, the principle procedure: Stefan told me that the Windows 
version of Shredder (full version only, using Shredders own GUI) is 
capable of writing the opening books to PGN. Then you could use that one 
to go for Scid (=polyglots) book format.

Well, for 2*10^6 you'll basically need a lot of RAM. Polyglots memory 
management for books is, well, I'd call it broken. However, provided you 
have a huge amount of RAM and a fast processor and enough time it is 
possible in principle. I once did a smaller version of what you did on a 
workstation on our unix cluster. But the algorithm really scales badly 
and it is just a waste of memory, so you easily end up requiring several 
GB. (And you can give up if your system starts paging.)

The problem gets less severe if you limit the depth of your opening 
book, btw.

It would be a great improvement if some skilled programmer could look at 
this function, indeed.

The alternative is that someone with a decent knowledge of the openings 
compiles a set of PGN files containing the main lines. Then one could 
use that as input, you'd never require such a huge base in this case and 
it would probably be the best way to do a really good opening book. The 
Arena main book is done that way, but it's available in Arena format 
only and Arena seems not capable of writing abk -> pgn.
