I would do the opposite : narrow the button rows so the overall comment
editor window is small enough (hence fits easily in a tabbed window).

I don't intend to touch this window, so feel free to do it, keeping in mind
that some screens are not so big (see the Netbooks) and this dialog should
be kept small.
