In order to evaluate a submission, we need a tarball with something
substantial; even if it doesn't contain a complete functional software
package, we should be able to get a general idea about it.
Please re-submit when you have something we could check. Please be sure to
follow our hosting requirements like adding
[//savannah.gnu.org/maintenance/ValidNotices/ valid copyright and license
notices] to all copyrightable files in your tarball.
