Follow-up Comment #5, task #16645 (group administration): Also GIMP is not an optional dependency because many GEGL plugins of mine use "gimp:" namespace operations meaning they won't work outside of GIMP.
So it appears that GEGL, GIMP and BABL are all GPL3 and can in theory be GPL4
in the future.
