Then I should have explained something else.

I think when you don't mean to distribute a file, it shouldn't come to your
tarball; heart/heart in Kgdz0Z-heart.tar.gz is clearly binary, isn't it?

I could, but after your package is approved, you'll have to follow Savannah
hosting requirements yourself.  Do you have any difficulties with identifying
copyrightable files, or files that lack copyright or license notices?
