The message "Failed to connect to gitlab.com: Operation timed out" does look
like a problem but this is savannah.gnu.org not gitlab.com and so we can't
help you over there. You will need to contact the gitlab.com folks and get
yourself unblocked.
Before you do that the IP address you displayed is your LAN Local Area Network
address. You will need to get your public WAN Wide Area Network Internet
address. Do a web search for what's my IP address or similar and you will find
many sites that will display your public IP address. Give that to the
gitlab.com folks as that is what they will need.
Also I will note that a lot of people have ISPs that use CG-NAT (or similar)
which shares thousands of subscribers behind one shared IP address. We don't
have a list of NAT'd shared ISP addresses. We only find out when people like
yourself post a ticket.
