Thank you for looking into this.
Searching for differences in the notification emails that made it to the
mailing lists and those that didn't, I noticed that notifications started to
contain lines like the following at the same time that they stopped appearing
on the mailing list:

{savane: user = 102357; tracker = bugs; item = 65876}
