Follow-up Comment #1:
Restored (if not quite resolved) for now, we believe.
There appear to be (hardware, we suspect) issues with the physical machine
hosting Debbugs as well as several Savannah VMs (hg, bzr, svn, and our mgmt
console) as well as others (e.g. Emacsconf's media host).
For the second day in a row FSF tech staff has restarted the machine and
things seem nominal, once again.
