Done. Commit messages are now configured to send messages to texinfo-commits
with Mail-Followup-To: bug-texinfo.
I do not have a good way to test without making actual commits to texinfo
therefore I appreciate it if you could report back that things are either
working okay or otherwise if not. Thanks!
