Follow-up Comment #1:
Here's some news about this: there was no bug, but we were led to think that
because of historical stuff in the LCG Savannah database. So the cleanup made
there is okey, but actually there was nothing to do apart removing the
erroneous value like "None", "Immediate" with a value_id > 9.
Actually, maybe we should even consider restoring from the backups
the custom_empty_ok settings.
