I'm trying to recreate the results in the original rsync report:
specifically, I am trying to perform the test on page 4, which shows the
results of applying rsync to two versions of the Linux kernel for
different block sizes.

The document states that the tests were performed on versions 1.99.10 and
2.0.0 of the kernel. I have been unable to find "1.99.10" anywhere but
have found pre2.0.10 which fits the description of being separated by
"five patch levels". I have been using rsync 0.5 (the version specified in
the document), running over the loopback interface (I'm running on an
Intel rather than Sparc platform but I don't see how that would make any
difference).

However, I have been unable to reproduce the results.

For example, with the default 700 byte blocksize, the number of "tag
hits", for example, should be 57,1970, according to the paper. However, it
is 462,057 in my test.

Can anyone point me to documentation on the exact conditions under which
the original test was performed?

I suspect I may have the wrong kernel but I cannot find anything else that
matches "1.99.10" on ftp.kernel.org.

Any help would be appreciated.
