I have been using v 3.1.1 for some time which builds fine. Just tried v3.1.3
and getting this error at make:

I am using the standard Mac OS patches on OS 10.14.4
patch -p1 <patches/fileflags.diff
patch -p1 <patches/crtimes.diff
patch -p1 <patches/hfs-compression.diff
./configure
make
