Add new daemon option "syslog tag"
Hello,
This patch adds a new option "syslog tag".
It allows to specify the syslog tag to use when the daemon uses syslog logging.
Useful when daemon is used by several users :
syslog tag = rsyncd.%USER%
By default set to "rsyncd".
