You sent this while I was out of the country, sorry for the late
reply.  I'm assuming by your lack of follow-up that your question has
been answered...  If not, I can tell you that this has been asked
several times on the list; the discussion about solutions are in the
archives.

This, on the other hand, seems impossible, unless the users are
actually logging in as root, or ssh itself is somehow broken.  If you
still need help with this, I'd have to ask you to post the logs from
both rssh and sshd.
