Ufortunately, this *CAN NOT* be done.  The user(s) need to be able to
access the libraries that rssh/sftp/etc. are linked against, and a few
other files.  If they can't, you'll just end up getting a segfault or
something similar...

The best you can do is to set up one jail per user, which is generally
horrible, but documented in the rssh documentation.
