Can you use public-key authentication when rssh and/or chroots are not
involved?

Does syslog or auth.log or something like that say anything helpful?

This homedir, is this available in the chroot as well as outside the chroot
(using the same path, ie /home/someuser not just /chroot/home/someuser outside
the chroot).
