dmnks created an issue (rpm-software-management/rpm#4295)
The [listed](https://rpm.org/docs/latest/man/rpm-sysusers.7#LIMITATIONS)
directives are actually only relevant for the RPM integration (e.g. provides
generation) but it doesn't mean any other directives (like `r`) would be
*ignored*. I didn't realize this nuance when writing the text, but just
realized that with #4280 and #4039 so gotta fix it.
