Rpm prefers to stay out of the network business, really. At any rate,
downloading is out of scope for this ticket.
The way I see it, this ticket means --sources and --patches cli-switches to
rpmspec. The question is, what exactly should those output, by default.
Sometimes one wants the full URL version, sometimes you want the local path
only. And sometimes you might want the source/patch number to go with it.
