Can UML be utilized to ease the constant update of business rules that exist between 
the database and PL/SQL in what is known as the Data Abstraction Layer?

I hope I'm asking the question in the correct manner.  PL/SQL can't really be 
maintained very well if you have a lot of procedures that have to be executed.  So 
they are stored on the server.

Does anyone understand my drift?  Isn't PHP a similiar tool to act as a buffer and 
reduce the amount of programatic maintenance that must be done otherwise?
