Well, at least it's consistent. However, on a "regular" machine I 
can not (maybe somebody else can) conceive regular situations where 
root would not be able to see a PID. If there is nothing else to 
report I suggest you list all user detail, network connections, 
process details and open files, save a memory dump and then reboot 
the machine without network support (if possible) and investigate 
(http://www.cert.org/tech_tips/intruder_detection_checklist.html). 
If you're curious you could telnet to the port before that to see 
what it answers with but if there's doubts about consequences you 
better not.
